First: Even American Wikipedia is still safe and good as it is.
But if you are for example worried about US hosting, you can use snapshots of Wikipedia (in all languages) offline on your PC with Kiwix:

Policy is thorough and unbiased, moderation is well-done and thorough relative to the size of the site, and its not particularly driven by profit or paying off investors. Its not perfect, but there isn’t anything that comes close for a current, expansive encyclopedia, nonetheless for free.
