Display turns on with mouse/keyboard instantly. In taskbar icon or floating button. Maybe I can use PowerShell for it.

Whether or not the account gets locked should be based in your Windows settings, if you have it set to require password after display timeout / “screensaver” then it will also require it in this context
ClickMonitorDDC could more-or-less do this. There are a few software sites hosting it, but I’m always wary of downloading from these mirror sites.
I originally wasn’t sure if I got it from GitHub or not, so I went there to look first and found an upload of it but seems to be a backup of it ( https://github.com/chrismah/ClickMonitorDDC7.2 ). Haven’t tested this version, specifically, and the .exe doesn’t match what I have.
Searching further led me to a Reddit thread ( https://old.reddit.com/r/software/comments/jpqlm6/clickmonitorddc_is_gone/ ) where I found out unfortunately the official site for it went dark about 5 years ago. There are some leads there, including someone mentioning the same GitHub page I found.
I can try to provide my copy if you want, too.
