It’s basically the entire military at that point in the ST timeline.
I’m pretty sure Starfleet is the military arm of the United Federation of Planets. The UFP could be said to be not a military organisation, but I do not think the same could be said of Starfleet.
For a “not a military organization”, there sure are a lot of military rank designations. Captain, Commander, Lieutenant, etc.
