Virginia was turned into a blue state by Obama I believe. Sort of the same way that West Virginia used to be a blue state and got turned republican by W. The danger with Lebanon is that the country has a huge number of factions who all more or less hate the Shia parts of Lebanon more than they hate the Israelis.
