Sadiq Khan - mayor of London, metropolitan police - London, while there are messengers between them it doesn’t change who’s holding the reins.
In terms of national security and counter terrorism, which Palestine Action was proscribed under, the Home Secretary holds the reins.
The Mayor’s office is responsible for ensuring day to day running but terrorism is generally outwith their remit. Also, the home secretary has the power to overrule them on any matter they deem necessary.

I disagree and detest the proscription but if you’re going to be angry about it make sure you’re directing that anger at the correct people. Starmer for sure is a twat though.
The arrests were legal. The High Court ruled that the proscription was unlawful, which is not the same as illegal.
